Differences in local rules and procedures, governing case law, and judges' approaches to key substantive issues have long made the decision of where to file for creditor protection nearly as important as whether to file, enabled by a flexible U.S. bankruptcy venue statute. Certain jurisdictions have become favored venues for Chapter 11 debtors, attracting waves of large filings, and the favored jurisdictions continue to change and evolve. Further, strategic considerations have extended to several jurisdictions outside of the U.S. leveraging Chapter 15 to obtain relief otherwise not available under Chapter 11.
