Parimal Garg represents companies, institutions, public officials, and other clients in government and internal investigations, white collar defense, and a variety of regulatory matters involving energy, healthcare, insurance, and financial services issues. He frequently counsels clients navigating New Jersey government, including legislative, regulatory, and other government-facing matters. Before returning to private practice, Parimal served as Chief Counsel to New Jersey Governor Philip D. Murphy for over four years, making him the longest-tenured Governor’s Counsel in New Jersey history. 

Drawing on his government experience, Parimal represents and advises clients in matters involving the New Jersey Attorney General’s Office and the Office of the State Comptroller. He has counseled public utilities facing the prospect of executive action, companies facing civil rights investigations or consumer affairs enforcement, and universities navigating a rapidly evolving federal regulatory environment. Parimal has prepared legal opinions analyzing statutes on varied issues including casino gaming, school construction, and autonomous vehicles. He also previously represented Governor Murphy in connection with an announced investigation by the U.S. Attorney’s Office for the District of New Jersey.

In his prior role as Chief Counsel to the Governor, Parimal served as Governor Murphy’s primary advisor on all legal matters, including civil litigation, investigations, legislation, executive orders, oversight of the state’s independent authorities, judicial and prosecutorial appointments, and ethics and public records requests. He managed the selection and confirmation process for four current Justices of the New Jersey Supreme Court, over 160 new Superior Court judges, and high-profile positions such as Lieutenant Governor and Attorney General. He also supervised the state’s position in hundreds of civil litigation matters, including New Jersey’s successful withdrawal from the Waterfront Commission, managed internal investigations throughout state government, and oversaw the negotiation of two consent decrees with the U.S. Department of Justice regarding congregate care facilities.

Parimal also directed the Murphy administration’s legal work on significant executive and legislative initiatives. During the COVID-19 pandemic, he drafted or oversaw the Governor’s executive orders and worked closely with the Attorney General’s Office in defending challenges to those orders in state and federal court, while also facilitating an independent after-action review of the state’s pandemic response. He directed the administration’s involvement in legislation addressing issues ranging from gun safety and affordable housing to cannabis and sports betting. He also has extensive experience in public relations and crisis communications gained from advising on communications surrounding major legal and policy initiatives. 

Earlier in his career, Parimal clerked for Chief Justice Stuart Rabner of the New Jersey Supreme Court and practiced at a large law firm in Washington, D.C., where his work included antitrust matters and financial investigations.
