Parimal Garg’s extensive experience in the law spans private practice, the courts, and state government, most recently as Chief Counsel to Governor Philip D. Murphy as the longest-serving Governor’s Counsel in New Jersey history.
For over four years as Chief Counsel, Parimal served as Governor Murphy’s primary advisor on all legal matters, including civil litigation, legislation, executive orders, oversight of the state’s independent authorities, judicial and prosecutorial appointments, and ethics and public records requests. He supervised a team of 25 attorneys in the Governor’s Counsel’s Office and worked with the leadership of the Attorney General’s Office on a daily basis. Prior to serving as Chief Counsel, Parimal served as Deputy Chief Counsel to the Governor from January 2018 to October 2020, reporting to then-Chief Counsel Matt Platkin, who now serves as New Jersey’s Attorney General.
During his tenure as Chief Counsel, Parimal managed the selection and confirmation process for four current Justices of the New Jersey Supreme Court, over 160 new Superior Court judges, and 10 current county prosecutors, as well as the vetting and selection process of the Governor’s high-profile appointments, including Lieutenant Governor, Attorney General, and Public Defender.
Parimal supervised the State’s position in civil litigation in hundreds of important matters, including the years long effort to withdraw New Jersey from the Waterfront Commission, which culminated in a 9 to 0 victory at the U.S. Supreme Court. He managed a number of internal investigations throughout State government and directed negotiations with the U.S. Department of Justice that led to two consent decrees regarding New Jersey’s only women’s prison and the State-operated veterans homes.
Throughout the COVID-19 pandemic, Parimal personally drafted or oversaw all executive orders implementing mitigation measures to slow the spread of the virus and worked closely with the Attorney General’s Office to defend all of those orders in court; none of the Governor’s executive orders were ever struck down or enjoined, despite hundreds of challenges in both state and federal court. He also facilitated a comprehensive and independent after-action review of New Jersey’s response to the pandemic that remains the only one of its kind in the nation.
Parimal also directed the Murphy administration’s involvement in the legislative process for thousands of bills that became law on issues ranging from gun safety and affordable housing to cannabis and sports betting. He also has extensive experience in public relations and crisis communications, having participated in hundreds of the Governor’s COVID-19 press conferences and provided strategic direction for the Governor’s State of the State, budget, and inaugural addresses.
Parimal is a former law clerk for Chief Justice Stuart Rabner of the New Jersey Supreme Court. He also worked as a litigation associate at Paul, Weiss, Rifkind, Wharton & Garrison LLP in Washington D.C., where his practice focused on antitrust matters and financial investigations.
