Chandra K. Shih, partner in Lowenstein’s Emerging Companies & Venture Capital Group, has been included in the Venture Capital Journal’s (VCJ) annual list of Rising Stars, which recognizes people under 40 who are making their mark in the venture capital industry. This year’s list includes 40 investment managers and founders of large and emerging funds nationwide, as well as attorneys.

As a partner based in Lowenstein’s Palo Alto office, Shih works with growth stage and early stage startups and venture firms and other angel and strategic investors who fund them. She provides legal and strategic advice to founders, investors and boards on corporate governance matters, debt and equity financings and mergers and acquisitions. Shih also provides general legal and strategic guidance through all phases of her startup clients’ life cycles, from formation to exit and everything in between.

VCJ notes Shih’s 2025 representations of Notable Capital as lead investor in a $40 million Series B round for Browserbase, a browser infrastructure platform, and Acrew Capital’s $30 million Series B round for Moderne, a developer platform for AI-supported auto-refactoring and source-code analyses; as well as her work leading both the firm’s Social Impact practice and in its Women in VC series.

VCJ tracks the managers, funds, institutions and capital flows shaping the VC market globally. It specializes in delivering exclusive and actionable insights to VC professionals raising funds and seeking investment opportunities, institutional investors allocating capital to the asset class, and to intermediaries servicing the industry.
