With extensive knowledge of transactional and environmental laws, particularly as they relate to business in New Jersey, Norm offers clients clear guidance on the complex environmental regulations governing real estate transactions, business projects, acquisitions, and site remediation.

Norm brings a substantial background in science to his legal work. Trained as a chemical engineer, he has the knowledge and tools necessary to understand the technical requirements underlying environmental compliance issues. He also has a keen understanding of the mindset and objectives of regulators, as he began his career in Washington, D.C. as a lawyer during the Environmental Protection Agency’s formative years.

Taking a comprehensive approach to client relationships, Norm offers valuable assistance in dealing with environmental consultants. He often acts as his clients’ project manager, working to ensure that consultants are complying with regulatory requirements, applying optimal strategies, and proceeding in a cost-effective manner.

Norm’s clients are diverse, ranging from global corporations to family-owned businesses. He advises them on environmental issues arising from corporate and real estate transactions, as well as federal and state regulatory issues that affect ongoing business operations and site cleanup obligations after a business is shut down.

Responsive, proactive, and knowledgeable, Norm is valued by clients as a key partner in all matters involving environmental regulation.

Representative Engagements

Representing FTP Power LLC (sPower), the largest independent owner, operator, and developer of utility scale solar assets in the United States, in its $2.1 billion pending sale to affiliates of The AES Corporation and Alberta Investment Management Corporation by Fir Tree Partners and sPower’s minority owners.
Counsels a pharmaceutical company in the response to an industrial accident, including on-site coordination of the response to the federal, state and local issues arising immediately after the incident, and the continued compliance with state site cleanup obligations. This representation also includes negotiation of a sale of the property to a redevelopers.
Represents national corporations in CERCLA Superfund administrative proceedings, and state and bankruptcy litigation involving multiple parties alleged to have contaminated large river systems. Natural resource damages also are an issue in these matters.
